What does HIPAA mean ? 

HIPAA stands for Health Insurance Portability and Accountability Act of 1996 (USA). Healthcare facilities and physician offices in the USA are required to implement various unrelated provisions of HIPAA. Therefore, HIPAA may mean different things to different people. By October 2002, health systems (in the US only) will need compliance with Transaction Rules. However, a recent ruling allows for a health system to file for a one-year extension based on having a detailed HIPAA plan in place. Also, the compliance with Privacy Rule is required by April 2003.The Privacy Rule has most significant impact for transcription service companies. The Department of Health and Human Services (HHS, US) published the final Privacy Rule on December 28, 2000. The final Rule took effect on April 14, 2001. This Rule gives patients greater access to their own medical records and more control over how their personal health information is used. The Rule also addresses the obligations of health care providers and health plans to protect health information. By law, covered entities (health plans, health care clearinghouses and health care providers who conduct certain financial and administrative transactions electronically) have until April 14, 2003, to comply. Medi-SCRIBE is committed to helping our clients achieve HIPAA compliance within the timelines established by the regulations.  

Medi-SCRIBE is undertaking the effort and expending substantial sums in order to be responsive and knowledgeable regarding HIPAA regulations and their impact on our customers. Medi-SCRIBE understands that some of the HIPAA regulations have not yet been finalized, and are subject to change. Going forward, Medi-SCRIBE’s guiding principle is to make every reasonable effort to be knowledgeable and responsive regarding HIPAA regulations, and to act as a business associate in all client activities geared toward achieving HIPAA compliance within the mandated timeframes.  

Safeguarding the confidentiality of patient information is at the heart of HIPAA legislation. Every healthcare system must have effective systems in place to uphold these important – and often complex – regulations.
